Business Model: China State Construction International Holdings Limited has developed businesses in four major geographic areas, namely the Chinese mainland, Hong Kong, Macao and overseas, adopted a technology-empowered strategy and built a business model integrating technology, investment, construction and asset operations.
Corporate Development:
CSCI founded its construction business in Hong Kong in 1979. In July 2005 the group was listed on the main board of the Hong Kong Stock Exchange (stock code: 03311.HK). The group, engaged in fields such as infrastructure investment and operations, construction engineering, prefabricated construction and curtain wall engineering, is one of the largest general contractors in Hong Kong and Macao as well as a leading urban investment operator in China's mainland.
By the end of 2024, the group's annual new contract value was HK$211 billion, its turnover HK$115.1 billion, and its net profit HK$9.4 billion. The group was active in 22 Chinese provinces and more than 80 cities and had undertaken more than 1,500 projects in Hong Kong, Macao, the mainland and overseas.

Investment

The group's flagship company that conducts investment in the Chinese mainland is China State Construction International Investments Limited. Its investment business history goes back to the 1990s, and it began large-scale development in 2006. Relying on advantages such as the foreign investment expertise of Chinese central state-owned enterprises, diversified financing channels, leading construction technology such as MiC, and mature project management experience, CSCII has had a presence in 22 Chinese provinces and 89 cities in the Chinese mainland, investing in and building more than 500 projects, with total investment of more than 500 billion yuan. It has become an expansive company integrating technology, investment, construction and asset operations.

Construction

CSCI is engaged in construction in Hong Kong and Macao through its subsidiaries China State Construction Engineering (Hong Kong) Limited and China Construction Engineering (Macau) Company Limited. CSCI is the largest contractor in Hong Kong and Macao, with its business activities including housing engineering, civil engineering and mechanical and electrical engineering.

 

It is the contractor in Hong Kong, with a market share of about 20%, which means 1 in every 15 Hong Kong people?live in a house built by CSCI.

CSCI has been involved in building more than one third of hospital facilities in Hong Kong, which means that on average, 1 in every 3 Hong Kong hospitals was built by the group.

CSCI has built more than 300 kilometers of water pipelines in Hong Kong, delivering 70% of Hong Kong's freshwater supply.

Nearly 8% of Hong Kong's daily total food waste (300 tonnes) is processed by CSCI's food waste processing facility.

It has reclaimed more than 10 million square metres of land in Hong Kong, equivalent to one-ninth the area of Hong Kong Island.

In Macao 1 in 6 of its inhabitants lives in a building built by CSCI. The group has handled eight construction projects in every square kilometer.

Representative Projects

- In 2021 CSCI undertook significant central aid projects in Hong Kong, such as designing and building China's first high-standard negative pressure intelligent smart mobile cabin hospital, the Hong Kong Asia World-Expo Community Treatment Facility. The group also designed and built the world's first all-MiC negative pressure ward infectious disease hospital, North Lantau Hospital Hong Kong Infection Control Centre.

- In 2022 the group undertook significant central aid projects in Hong Kong, building six temporary community isolation facilities and two permanent community isolation treatment facilities, providing more than 20,000 isolation beds and nearly 10,000 isolation units with associated facilities.

- In 2022 the group completed the Hong Kong Palace Museum, dedicated to promoting Chinese culture. It was the first ever collaboration project of the Palace Museum in Beijing outside the mainland.

- In the third quarter of 2024 the Tseung Kwan O Desalination Plant, completed using the design-build-operate model, came into operation. This marked the beginning of a new era in Hong Kong's water supply with new local sources.

- In 2024 the Hong Kong Organic Resource Recovery Centre Phase 2, completed using the design-build-operate model, began trial operations, becoming China's first green project to achieve carbon neutrality during construction.

China State Construction Development Holdings Limited was established in Hong Kong in 1969, was listed on the Hong Kong Stock Exchange in 2010 (stock code: 00830.HK) and was acquired by CSCI in 2012, becoming a listed company under the China State Construction Engineering Group's umbrella.

Its core business brand Far East Facade is the oldest professional facade company in Hong Kong, with operations on five continents, 11 countries and regions, and 43 cities, and has undertaken more than 1,000 facade projects, including The Henderson in Central, Hong Kong, and OPPO international headquarters building in Shenzhen.

Far East Facade has industry-leading full supply chain management and control capabilities, and has established a digitalized intelligent supply chain management system by integrating BIM technology. In Zhuhai the intelligent manufacturing base has annual production capacity of 600,000 square meters of a world-leading quality standard complex unitized curtain wall system, including partially single and double curved panel. For simple framing and glass production, Far East Facade's annual production capacity can reach 1.2 million square meters.

CSCD is highly committed to China's dual carbon goals and promotes the green transformation of the construction industry. In 2024 Far East Photovoltaic was established, focusing on the research and development of BIPV products. Far East Photovoltaic launched the LIGHT series of building-integrated photovoltaics products, providing the perfect solution for the construction of low-carbon emission buildings. CSCD's supervision business is managed by China Overseas Supervision, the holder of a comprehensive construction supervision certificate issued by Ministry of Housing and Urban-Rural Development of the People's Republic of China. China Overseas Supervision's expertise has allowed it to undertake more than 1,000 construction supervision and engineering consulting projects. In terms of investment and operations, Huanggu Thermoelectricity, a subsidiary of CSCD, is a local thermoelectricity company specializing in combined heat and power and providing heat to more than 210,000 households and 100 units in a 42 square kilometers area of northwestern Shenyang, Liaoning province.

Prefabricated Construction

China State Construction Hailong Technology Company Limited, founded in 1993, is a subsidiary of CSCI. As a technology platform, it is committed to advancing innovative construction industrialization and intelligent construction services throughout the industry supply chain. Hailong has considerable expertise in modular construction, integrating design, R&D, manufacturing and installation.

Hailong, with unstinting commitment to construction industrialization over 30 years, was the first Prestigious National Housing Industrialization Base and is a National Prefabricated Construction Industry Base, a National High-Tech Enterprise, a Specialized and Innovative Little Giant, a Guangdong Engineering Technology Research Centre and a Postdoctoral Innovation Practice Base. Its proprietary Modular integrated Construction (MiC) system was honored as one of the Top 10 New Technologies in Engineering Construction in 2022, ushering in the Prefabricated Construction Industry 4.0 in China. Hailong has been granted more than 450 patents and has served as the lead or co-author for more than 60 national and local standards, and it has also become the leading organization for national projects under the 14th Five-Year Plan in this sector. With eight production bases and three technology research institutes across China, Hailong delivers its construction products to markets including the mainland, Hong Kong, Macao and beyond, as a leader in modular integrated construction.

As a pioneer in innovative construction methods, Hailong draws on its expertise in the MiC construction technology of concrete and steel structures in Hong Kong and leads the way as the first company to advance nationwide market adoption of multi-story and high-rise MiC applications. As the comprehensive MiC industry chain booms, Hailong is building an innovation hub for modular integrated construction technology and has become a leader in exporting technologies and standards.

Operations

The group entered the asset operations business in the 1990s. It owns and operates a number of expressways, bridges, ports, logistics facilities and thermal power plants by acquisition, capital contribution from the parent company, PPP, transfer-operate-transfer, transfer-own-operate and build-operate-transfer, bolstering modern infrastructure.

Construction Innovation

Core Qualifications

CSCI is on the List of Approved Contractors (Group C, approved by the Development Bureau) for Public Works for the categories of buildings, port works, roads and drainage, site formation and waterworks. It is one of the largest NW2 contractors certified by the Hong Kong Housing Authority and one of the first contractors in Hong Kong to obtain ISO9001, ISO14001 and OHSAS 18001 certifications.

China State Construction Engineering (Hong Kong) Limited obtained the record certificate issued by the Shenzhen Qianhai Authority, becoming the first professional institution in the field of engineering construction in Hong Kong to obtain professional qualifications in Qianhai. This allows the company to undertake projects in Qianhai with four super-class general contracting qualifications for construction.

China Construction Engineering (Macau) Company Limited was one of the first construction companies in China to operate in the mainland with Macao qualifications.

Prefabricated business:

The group was honored as the first Prestigious National Housing Industrialization Base, as a National Prefabricated Construction Industry Base, a National High-Tech Enterprise, a Specialized and Innovative Little Giant, a Guangdong Engineering Technology Research Centre and a Postdoctoral Innovation Practice Base.

Curtain wall business:

The group is a Grade A supervision company approved by the Ministry of Housing and Urban-Rural Development of the People's Republic of China with top comprehensive strength.

Supervision business:

The group possesses a Class A Engineering Design Certificate and Professional Certificate in Curtain Wall Engineering.

Technological Innovation

The group is committed to the national science and technology development strategy and adheres to the implementation of CSCEC's One Creation and Five Strong strategy and 166 strategic measures to formulate the scientific and technological innovation development plan of CSCI, and establish an expert committee composed of academicians of the Chinese Academy of Engineering and industry authoritative experts, to provide decision-making solutions for the group's scientific and technological development strategy and promote the group's scientific and technological innovation work. At the same time, the group continuously increases investment in science and technology, promoting scientific and technological research and development as well as applying advanced technology, and strengthens the research and development of core technologies so as to improve the group's core competitiveness.

The Institute of Building Technology of China State Construction International Holdings Limited has nine research centres:

  1. The Prefabricated Building Technology Research Centre, which has a professional team with design, manufacturing, construction and materials experts to develop key technologies related to prefabricated buildings;
  2. The Smart Curtain Wall Technology Research Centre, which has a professional team with world-class technical capabilities to develop complex curtain wall standardized design and intelligent production and efficient installation technology so as to take the lead in overcoming global technical problems in the industry;
  3. The Medical Building Technology Research Centre, which has a professional team expert in medical planning, design, construction, operations and maintenance. It is committed to the research and development of international-standard modern hospital construction technology and the core technology of modular hospital construction;
  4. The Hotel Building Technology Research Centre, which has a first-class professional team committed to research on key technologies for building large, modern international-standard hotels and is committed to promoting technological innovation and integrated applications;
  5. The Infrastructure Engineering Technology Research Centre, which develops core construction technologies including complex geological tunnel engineering, submarine immersed tunnel engineering, highway construction and maintenance, and large-scale environmental protection facility construction. The centre also consists of subsidiary research centres for road and bridge engineering technology, infrastructure investment model innovation and safety technology and new green construction technology;
  6. The Building Information Modelling Research Centre, which conducts research on the integrated application of BIM technology and continuously expands the quality of BIM+ application;
  7. The Smart Construction Research Centre, which integrates 5G, VR, AI, IoT, robotics and other technologies, independently develops C-Smart construction site products, and creates a digital construction integrated management platform for independent intellectual property rights;
  8. A green and low carbon research centre, focusing on carbon peaking, carbon neutrality, carbon calculation and carbon trading;
  9. A fast construction institute, which studies how to use innovative construction technologies and concepts to complete design, construction and construction more quickly.
