Chairman Yan Jianguo of China Overseas Addresses the National Committee of the Chinese People's Political Consultative Conference

On September 27, the National Committee of the Chinese People's Political Consultative Conference (CPPCC) convened a remote consultation meeting in Beijing, chaired by Wang Huning, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) and Chairman of the CPPCC. He stated that since the 18th National Congress of the CPC, the Central Committee, with Comrade Xi Jinping at its core, has strengthened the Party's leadership over urban work, adhering to the principle that cities are built by the people and for the people. The focus has been on promoting a people-centered new type of urbanization, implementing urban renewal actions, and creating livable, resilient, and smart cities, resulting in significant achievements in urban development in our country. The CPPCC must earnestly study and implement the important speech delivered by General Secretary Xi Jinping at the 75th anniversary celebration of the founding of the Chinese People's Political Consultative Conference, as well as the important discussions on urban work and relevant reform deployments from the Third Plenary Session of the 20th CPC Central Committee. They should firmly grasp the goals, key tasks, and implementation measures for urban renewal and transformation, continuously deepen research, actively engage in political discussions, and contribute ideas to promote the construction of a new type of urbanization.
Addressing the challenges and bottlenecks in the implementation of urban renewal policies, suggestions and recommendations for improving work should be proposed through proposals, research, information gathering from the public, and engagement with community members. Members should focus on their roles, increase efforts in policy promotion, clarify doubts, and resolve conflicts, guiding society to recognize, support, and participate in urban renewal and transformation actively.

CPPCC members Bi Jinqian, Yi Gang, Liu Yan, Zhou Lan, Yan Jianguo, Wei Xiaodong, Wang Liping, Liu Xinyong, Lü Shaojun, and invited representatives Cheng Lihua and Wen Jun spoke via video link from the main venue and sub-venues in Zhejiang, Henan, Chongqing, as well as from locations such as Putuo in Shanghai and Hangzhou in Zhejiang. They suggested strengthening policy guidance, improving supporting policies in land, finance, taxation, and finance, and steadily and orderly advancing all aspects of urban renewal work; focusing on key areas, categorically promoting urban renewal tasks, enhancing the transformation and utilization of existing buildings, renewing and transforming old residential areas and streets, improving urban functions, and strengthening urban infrastructure construction and renovation; restoring urban ecosystems, enhancing the protection, repair, and revitalization of historical and cultural districts and buildings, and continuously improving the urban living environment and quality of life.

CPPCC Vice Chairpersons Hu Chunhua, Wang Yong, Ba Te'er, Su Hui, Gao Yulong, and Wang Dongfeng attended the meeting. Officials from the National Development and Reform Commission, Ministry of Finance, and Ministry of Housing and Urban-Rural Development provided relevant information and engaged in discussions with CPPCC members.
